It was come into notice that a large number of people suffered harm due to abuse of power and rights of these victims were not properly addressed. It was also found that families and witnesses are unfairly subjected to loss, damage or injury. Few decades ago, United Nations Organisation has initiated movement to improve the position of crime of victims in criminal justice system and United Nations Declaration of 1985 was a mile stone in this direction.
In order to ensure universal, effective recognition and protection of rights of the victims of crimes and abuse of power the UN General Assembly felt the need of adopting universal international norms. United Nation keeping idea of protecting rights of victims, in First General Assembly Resolution 40/34 adopted in its 96th plenary meeting on 29th November, 1985 made a Declaration of “Basic Principles of Justice for Victims of Crime and abuse of power”.
