Considering Russian e-commerce companies which will not have any impact or effect of GDPR because it does not include regulations in Russian privacy laws but in case of EU companies having subsidiaries in Russia and EU customers engaged with Russian companies will have to face a double burden in terms of controlling and providing their services and processes into compliance. So, if they have EU clients and customers they will have to follow GDPR regulations which means they are in the same boat.
