Statement of theproblem: Earlier Public healthfacilities at the primary health care level failed to deliver the services soproposed plan was to indulge the private partnership for effective and betterdelivery of services to community in Punjab/ selected districts.Review of the literature: Public-private partnership is an oldconcept and many people have worked and researched. Over the past decade theuse of PPPs has grown five- fold (PWC, 2010) and nearly US$ 4 billion contractswere made in 2010 alone(carty,2012). The increasing trend can also be observedin developing and emerging economies (English, 2005; Guasch et al; 2008 Yang etal; 2013).

Waris Qidwai (2016), have written the presentscenario and challenges of healthcare status in Pakistan. Government of the Punjab health sector plan 2018is a report published by the Punjab government describing the strategies andplans to improve the health indicators by adopting the public-privatepartnership to achieve the millennium development goals(MDG’s) and sustainable development goals (SDG’s). Duringliterature review, period (2004-2016) is selected, as major developments werebeing made during the era and major focus is made on public-privaterelationships, scholarly publications, qualitative and quantitative analysis.
Purpose of the study is to cover the gaps in thisdevelopment as above studies have not provided a complete picture of the systemeffectiveness in Punjab healthcare department. The study will show, had thissystem played role in improving the infrastructure, provision of latestbiomedical equipments, expert and trained human resources, Basic diagnostic facilities,preventive health services, early referral, reduction in infant and maternalmortality rate, health education to improve the personal hygiene. Study willalso identify the minimum service delivery standards achieved at primaryhealthcare level.
Research Methodologyand Design: Studywill be done at four Basic health units (BHUs) and two rural health centers (RHCs)where Punjab health facility Management Company (PHFMC) is providing theservices by using both qualitative and quantitative analysis for the datacollection. Questionnaire will be developed covering nearly all necessaryaspects regarding the case study to collect information from at least300-350various age group community personals visiting the health facility, whereassemi-structured interviews will be conducted from the health service providersand personals of PHFMC. This data will be analyzed by using the statisticaltools.
